Law and order has to be maintained at all cost. Without the presence of specific rules and regulations it would be very difficult to maintain peace and order of any place. Let us take up an example. Let us say we only know how to drive a car. And let us now say that there are no traffic rules and regulations, no traffic lights, no bus lane, no speed limits, no nothing. In such a case what would happen? All the people are in a hurry. So everyone would drive faster. Accidents can happen any time. If there are no signals, then one car might collide with another car coming from any other direction. No speed limit would allow the people to drive their car at any speed thus increasing the chances of pedestrians or drivers in other cars to get hurt. Hence we see that without proper law and order, rules and regulations, nothing would go on well. In fact there would be terrible lawlessness and disorder which might and would affect the smooth running of human life.

With the same idea in mind, the Government of any country maintains the police department which takes care of the above stated factors in a country. The police officers are guided by strict rules and regulations which guide them to maintain peace within a country. The United States of America also has internal laws to maintain smooth running of the country and also to maintain and support the general conditions of the public and countrymen. Now it is difficult to maintain the whole of the country from one point. Hence there are states and each state has a different police force.
